Steven leads the UN regulatory and policy stream and advices Climate Change Capital’s funds on policy and regulatory developments of the international carbon market and broader international climate policy developments. In relation to CCC’s research programme he focuses on financing mechanisms and financial products to support policy incentives. Prior to joining CCC he worked on linkages between climate change regulation and development at ODI (Overseas Development Institute). As a qualified Mexican lawyer he has experience in environmental and planning law. He has provided legal advice to international and domestic companies with regard to compliance with environmental legislation and has negotiated with Mexican environmental authorities on behalf of clients. Steven holds a law degree from Universidad Iberoamericana in Mexico City and a Master in Law from the London School of Economics.

Chris advises leading corporates, banks, funds and governments in relation to environment and climate change driven investment. He is a market leader in advising on economic and fiscal instruments for climateand environmental protection. His transactional expertise includes advising in relation to ISDA and IETA based emissions trades, CDM and JI projects, carbon linked bonds, structured products and syndicated CER purchases. He is a widely respected commentatoron the development of new regulation in relation to emissions trading and carbon capture and storage amongst others.
Chris has advised on the most significant M&A transactions in the carbon finance sector of recent years. These include JPMorgan's acquisition of ClimateCare and investments by leading financial institutionsand oil majors in Climate Change Capital, South Pole Asset Management Ltd and Bluesource LLC. His transactional practice involves advising clients in relation to the allocation management of environmental and climate change related risks arising in public andprivate acquisitions, financings and investments. Recent deals include the acquisition of leading waste company WRG by a Spanish conglomerate, BP's sale of its Coryton refinery to Petroplus and Centrica's investment in British Energy.

Vice Chair: Andrew Prag

Andrew Prag is a principal in Camco’s climate change policy and strategy unit and has 8 years’ experience in the energy and low carbon industry including 3 years as a production manager with Shell International. In carbon finance, he has worked on a wide range of CDM and JI projects around the world, notably in the iron and steel, cogeneration, biomass, gas flaring and renewable energy fields. He has developed successful revisions to CDM methodologies as well working on development of new methodologies. Andrew is a Director and Vice Chair of the Project Developer Forum, an organisation that regularly interacts with the UN on behalf of carbon finance project developers to constructively improve the process. He has researched the use of carbon finance for Carbon Capture and Storage (CCS) and chairs two policy working groups for the CCS Association.
Andrew has also developed renewable energy strategies for a number of large building developments in the UK and has managed renewable energy policy studies for governments. He has coordinated carbon management programmes for major private sector organisations in the manufacturing, post and transport sectors as well as in higher education.
Andrew holds a first-class degree in genetics from Cambridge University and an MSc in environmental technology from Imperial College London, specialising in energy policy (with distinction). He wrote an award-winning MSc thesis about the commercial prospects for advanced biofuels.
